Agrarian Intersectoral National Dialogue

The idea of convening the National Multiparty Agrarian Dialogue arose from the need to create a solid foundation for the equitable and sustainable development of Guatemala’s rich agrarian resources.  The Dialogue was launched by the Presidency of the Supreme Court of Justice with the aim of engaging participants from all parties in an inter-disciplinary dialogue about this historically controversial and divisive topic.

Representatives of more than 25 civil society groups, government ministries and industry organizations met over a period of six months, attending conferences and workshops, and working in conjunction with the Judicial Body, the UNDP Regional Democratic Dialogue Project, the Presidency of the Supreme Court of Justice, and the UNDP Strategic Actions Project for the Elaboration of a Law Initiative about Agrarian Jurisdiction.

The product of these efforts was the redaction of a procedural and substantive agrarian bill, which will be used by the Supreme Court as a working document in the preparation of new agrarian legislation to be passed on to the Congress for discussion and approbation.

“We know and understand perfectly that the attempt to resolve the agrarian problem in Guatemala is a challenge and a hope for all Guatemalans without exception.”      Licenciado Rodolfo de León Molina, Opening Ceremonies of the Intersectorial National Agrarian Dialogue, February 7th, 2006-
