Process of public conversation convened by the Planning Secretariat of the Republic. May to August 2005.

The working dynamics included two openly convened national dialogues, where Mexican and Chilean experts shared their experiences on concessions in their countries; three formation workshops where participants learned about basic concepts of public-private participation; and five regional dialogues throughout the country. Based on the inputs that came out of the national and regional dialogues, the technical-juridical team prepared a Law proposal that was later discussed in a broad national dialogue on August 20. The President of the Republic delivered to the President of the Congress the initiative for the General Law for Public-Private Participation in Infrastructure. This initiative was a result of this dialogue process.
